mac80211: backport ieee80211_vif_is_mld()

It's needed by some drivers, e.g. mt7925, see:
mt7925/mcu.c:2181:23: error: implicit declaration of function 'ieee80211_vif_is_mld' [-Werror=implicit-function-declaration]
