ipq4019: add BDF for Ruckus T310.

Add board files for Ruckus T310c and T310d. The other 2 T310 models,
T310n and T310s use different board files.

Found in /lib/firmware/IPQ4019/hw.1/boardData_2G_T310.bin and
/lib/firmware/IPQ4019/hw.1/boardData_5G_T310.bin.

Packaged with names:
- bus=ahb,bmi-chip-id=0,bmi-board-id=20,variant=ruckus,t310 (2G)
- bus=ahb,bmi-chip-id=0,bmi-board-id=21,variant=ruckus,t310 (5G)
