nss: disable PKG_BUILD_PARALLEL

This is similar to commit f303e87a1e0cb384ed7c3ef66752479a4c43afd2
("nss: update to 3.67") as there is something wrong with NSS build
system and otherwise this package fails to compile. Let's compile it
single threaded.
